INTE Cosmetics Launches PPWR Compliance Program Across Manufacturing and Packaging

SHENZHEN, China — September 2026 — INTE Cosmetics (Shenzhen) Co., Ltd., a global OEM/ODM contract manufacturer of skincare and beauty products, today announced the rollout of a company-wide program to align its manufacturing and packaging operations with the EU's Packaging and Packaging Waste Regulation (PPWR, EU 2025/40), which entered into application across the European Union on 12 August 2026.

The PPWR replaces the previous Packaging Directive with unified, lifecycle-wide rules. In its first phase, the regulation introduces concentration-minimization requirements for substances of concern, strict limits on heavy metals, and restrictions on PFAS in food-contact packaging. Cosmetic packaging — including cartons, tubes, pumps and ampoule outers — falls squarely within its scope, alongside Declarations of Conformity (DoC) and extended producer responsibility (EPR) obligations.

"Compliance used to be a pre-shipment checklist. With PPWR, packaging documentation has become part of the product itself," said a spokesperson for INTE Cosmetics. "For brands exporting to the EU, every outer carton and pump now carries a compliance story. Our goal is to make sure that story is written correctly — before the goods leave the factory. Green production and circular materials

• : reviewing packaging structures for recycled-content compatibility and minimizing packaging layers across ampoule, serum, mask, eye-care and sunscreen lines.

Documentation-ready output

• : Declarations of Conformity and EPR-supporting documentation to be delivered alongside production orders for EU-destined projects, with the process currently being built out.

Design-stage review

• : packaging engineers to review substance-of-concern and heavy-metal risks during structural design, so risks are flagged before tooling is cut.

One-stop accountability

• : CPNP notification clearance and import documentation, with packaging-compliance support added to the single responsible contract as the program rolls out.
